ACTION PLANS
Regional action plans are coordinated efforts for partners to strategically address marine debris. Due to the complexity of marine debris issues, there is a role for everyone in the implementation of a plan, including the private citizen who picks up litter from our beaches and watersheds as well as governments, industries, non-governmental organizations, and academic institutions that support a wide range of activities like cleanups, research, education, and outreach. Florida and Caribbean action plan documents are available for download below.
2023-2028 Plan Estratégico de Puerto Rico para Reducir los Desechos Acuáticos
El Plan Estratégico de Puerto Rico 2023-2028 para Reducir los Desechos Acuáticos (Plan Estratégico) se creó por medio de un esfuerzo colaborativo y voluntario de sobre 60 organizaciones. El Plan Estratégico comprende el trabajo que se llevará a cabo en los siguientes cinco años y establece un marco global para las acciones estratégicas para ayudar a reducir el impacto de los desechos acuáticos en Puerto Rico y sus costas, su gente y su vida marina.

2023-2028 Puerto Rico Strategic Plan to Reduce Aquatic Debris
The 2023-2028 Puerto Rico Strategic Plan to Reduce Aquatic Debris (Strategic Plan) was created through a voluntary, collaborative effort of 61 organizations. The Strategic Plan establishes a comprehensive framework for strategic actions to help reduce the impacts of aquatic debris on Puerto Rico and its coasts, people, and wildlife.

Florida Marine Debris Emergency Response Guide
The purpose of this document is to improve preparedness for response
and recovery operations following an acute waterway debris incident in
Florida. This document outlines existing response structures at the
local, state, and federal levels to facilitate a coordinated,
well-managed and immediate response to waterway debris incidents
impacting coastal areas in the State of Florida.

response structure and actions with the understanding that flexibility
is an inherent component of an effective response.

Florida Marine Debris Reduction Plan
The 2020 Florida Marine Debris Reduction Plan was created through the
voluntary, collaborative effort of 41 organizations to address marine
debris in Florida through coordinated actions. This Reduction Plan
encompasses work that will be undertaken in the next five years
(2020-2025) and establishes a comprehensive framework for strategic
action to help ensure that Florida and its coasts, people, and
wildlife are free from the impacts of marine debris.

Puerto Rico guía para la respuesta ante emergencias por desechos marinos: documento guía comprensivo (Español)
La Guía se está publicando en español. El propósito de la Guía es
mejorar la preparación para las operaciones de respuesta y
recuperación después de cualquier desastre natural o evento que genere
cantidades grandes de desechos marinos en Puerto Rico. Este documento
describe las estructuras de respuesta existentes a nivel territorial,
municipal y federal para facilitar una respuesta coordinada y oportuna
a los desechos marinos en Puerto Rico. Destaca los roles y
responsabilidades de la organización e incluye una descripción general
de los permisos y cumplimiento requeridos que deben ser completados
antes de que comience el trabajo de eliminación de desechos marinos.
Si bien los roles y las responsabilidades pueden superponerse o
cambiar durante una respuesta, la Guía busca capturar la estructura y
las acciones de respuesta más probables, teniendo en cuenta que la
flexibilidad es un componente inherente de una respuesta efectiva.

U.S. Virgin Islands Marine Debris Action Plan
The 2021-2026 U.S. Virgin Islands (USVI) Marine Debris
Action Plan was created to protect the USVI's coasts, people,
and wildlife from the impacts of marine debris. The University of
the Virgin Islands, with the support of a NOAA Marine Debris
Program grant, led the collaborative effort to develop the plan with
the input of over 90 individuals from territorial, regional, and
federal organizations. The USVI Marine Debris Action Plan will provide
guidance to partners working to address marine debris across the
territory by coordinating and prioritizing future marine debris
actions that are needed for lasting debris reduction.
